Community Solar Program for Local Councils

Achieve your council sustainability goals while helping your community transition to solar-powered energy independence – without increasing costs to ratepayers.

Case Study: City of Mitcham Community Solar

When the community leaders at Mitcham Council in South Australia decided to help local ratepayers avoid rolling blackouts and rising power prices, they ran a public tender and selected ShineHub to deliver solar panel & battery packages with $0 upfront costs & immediate savings, a Virtual Power Plant (VPP) solution, and the ability to design and deliver large-scale community battery projects.

Watch the video below to see why Mitcham’s Community Renewables program goals, community engagment, and final results of the initial solar bulk buy.

The result of their pilot program?

538 local residents took advantage of the offer, with 535 electing to install a battery and join ShineHub’s Virtual Power Plant (VPP). In combination, this volume of storage will supply enough on-demand power to offset the output of 2 gas power plants – representing a massive win for sustainability and for the local environment.

The City of Mitcham’s sustainability vision included four key phases:

Phase 1- Solar and Battery Bulk Buy

Council supported an offer for residents to get solar panels, battery retrofits, and combo panel + battery systems at a discount to make it easier and more affordable to install them. In just three months, the program has already delivered significant positive impacts for the local community – at no out-of-pocket cost to council, and with no increase to rates for residents.

An engaged community

A stellar start

The 2022 solar panel and battery bulk buy had smashing results:

A great look for council

The resulting impact from the bulk buy brings huge community benefit.

Phase 2 - Community Batteries

The City of Mitcham also plans to support those residents who are unable to install solar through the installation of large community batteries in local parks.

Each community battery project is designed with ease-of-approval in mind, targeting return-on-investment (ROI) in less than 10 years with no increases to rates.

Phase 3 - Electric Vehicle Chargers

Electric Vehicles (EV’s) have a critical role to play in our future grid –
and local councils will be instrumental in promoting the adoption of EV technology via infrastructure projects and fleet transition planning.

The City of Mitcham hopes to contribute to this transition by:

Installing EV charge points

Installing EV chargers around the community paired with solar panel installations at car parks, shopping centres, and council buildings makes it easy for the community to charge their EVs with locally made power.

Integrating with the Virtual Power Plant

Linking these systems up with residential, commercial, and community batteries in the Virtual Power Plant can further enhance the resilience of the local grid.

Phase 4 - Community Energy Plan

The final goal of the Community Renewables Program is to use the Virtual Power Plant to power an accessible community energy retail offer for the benefit of all residents – the offer will enable home and business owners who were unable to install solar to enjoy reduced energy costs as well.
